Bhutan Landing And Overflying Permit Requirements
All General Aviation or business aircrafts operating to/from Bhutan require landing permits / PPR, regardless of the type of flight from the BCAA.
The official permit lead time is given below:
Bhutan Landing Permit Lead Time
7 working days (with the flight intended for the 8th day) are required to obtain landing permission for flights.
Bhutan Landing Permit Lead Time (Technical Landing/Fuel Stop)
3 working days (with the flight intended for the 4th day) are required to obtain landing permission for flights.
Bhutan Overflying Permit Lead Time
To obtain overflying permission, a lead time of 3 working day (with the flight intended for the 4th day) is required.
Bhutan Landing Permit Lead Time For Ambulance Flights
For medical, ambulance, or relief mission flights, the minimum notice period requirement may be waived. Such cases will be processed on the same day within a few hours, contingent upon the availability of required documents and the CAA official along with availability of Navigator on-board.
Bhutan Landing Permit Lead Time For Military Aircraft
Permit applications for all military and VVIP flights must be channel through the respective country's embassy/consulate using diplomatic channels. Additionally, approval from the Ministry of External Affairs (MEA) is also required.
CREW TRAINING REQUIREMENTS: Specific Category “C” requirements of Paro International airport has been fulfilled by the Operating crew with regard to the following areas:
- ● The flight to be accompanied by a guide pilot / Navigator on board who has been flying into Paro Aerodrome on a regular basis or an operating crew who has flown before and knows the aerodrome very well. If guide pilot / Navigator is required the operator shall Communicate with VVIP Flight (ops@vvipflight.com) who in turn will Coordinate And arrange for a guide pilot/ Navigator; OR
- ● An operating crew who has undergone a Simulator familiarization training to operate into Paro Aerodrome / VQPR Aerodrome
- ● Alternate, If the PIC have operated in past 90 days to VQPR along with the Navigator on-board than also pilot have discretion to operate without Navigator on-board subject to deceleration to BCAA & approval.
Details Required To Obtain Bhutan Landing Permit
- ● Purpose of Flight
- ● Operator Name
- ● ATS Routes (s) to be flown including entry & exit point.
- ● Alternate airport after leaving Bhutan airspace
- ● Type of Aircraft
- ● State of Registry / Nationality
- ● Aircraft Registrations
- ● Call sign
- ● Complete flight details along with crew and pax details are required to apply for the Bhutan landing permit.
- ● Below documents are also required to be submitted to Civil Air Office along with landing application:
- Certificate of Registration
- Certificate of Airworthiness
- Insurance Certificate
- AOC or Ops Specs
- All Pages of the license of Operating crew members.
- Valid medical of operating crew members
- Log book of the pilot in command duly signed by pilot and stamped by operator (company seal)
- If no guide pilot used, proof of training session under taken by the flight crew for this particular aerodrome.
- Or Pilot must have operated to VQPR in last 90 days with Navigator on-board, than PIC can give deceleration of No Guide Pilot required.
