CategoriesGeneral Sales Agent

What Is an Airline General Sales Agent (GSA) and How Does It Work?

A General Sales Agent, or GSA, for an airline is a company hired by the airline for its commercial representation in a particular market or territory. A GSA is neither a distributor nor a reseller. The GSA simply represents the airlines sales organization in the field, acting under the airlines brand name to sell the airlines capacity and make the business connections to generate revenue for the airline in a market that the airline itself does not even operate in.

The GSA acts as the airline’s local commercial representative, operating within the scope and authority defined by the airline, to sell the airline’s capacity, develop business relationships, and generate revenue in markets where the airline may not have its own commercial office or operations.

It is a simple concept, but one whose workings are worth knowing, especially for airlines looking to enter the Indian market.

What a GSA Actually Does

This will be determined by the needs of the airline company. Some airlines may require full commercial representation, covering all the functions that a local office, including travel agent relations, corporate accounts, government relations, marketing, etc., would normally undertake.

Other airlines might require more limited services, such as cargo sales, passenger sales, business development, or simply a presence in the market until the airline is ready to commence scheduled operations.

Some of the functions usually performed by a GSA include airline ticket sales through the IATA BSP, travel trade relations with retail agents, consolidators, and online travel agencies, corporate accounts targeting business travellers, and promotion of routes and the airline. In the case of cargo, the functions would include freight forwarder relations, key account management for the shippers, capacity marketing, and yield management assistance.

Some of the functions usually performed by a GSA include:

  • Passenger ticket sales through the IATA BSP
  • Managing relationships with travel agents, consolidators, and online travel agencies
  • Developing and managing corporate accounts
  • Building relationships with government and institutional clients
  • Promoting the airline, routes, and products
  • Monitoring market trends and competitor activity
  • Supporting sales and revenue growth
  • Providing regular market and sales reports to the airline

For cargo operations, GSA responsibilities may include:

  • Developing relationships with freight forwarders
  • Managing key cargo accounts
  • Marketing available cargo capacity
  • Developing new cargo business
  • Supporting yield and revenue management
  • Monitoring market rates and competitor capacity

Online GSA vs Offline GSA

In an online GSA scenario, the GSA is appointed by the airline that is already operating scheduled flights into the market. The GSA will look after the commercial aspects of the flights by increasing load factors, creating trade contacts, handling customer service requirements, and attending industry conferences.

In an offline GSA scenario, the GSA is appointed prior to the airline launching its flights. They will lay down the commercial groundwork first – by creating awareness among the travel agencies, identifying potential corporate clients, understanding the local regulations, and so on. By the time the first flight arrives in the market, the market will already be prepared for the airline’s launch.

The distinction between online and offline GSA services is important when defining timelines, objectives, and KPIs. An offline GSA, for example, should not be evaluated purely on ticket sales before the airline has started operating in the market.

Why Airlines Use GSAs Rather Than Opening Local Offices

Creating a local office in any new place involves time, costs, regulatory requirements, staffing, and infrastructure. This is a process that doesn’t make much sense to most international airlines that are trying out new markets at an exploratory level.

With the help of a GSA, the airline can avoid the costs and infrastructure requirements associated with establishing a local office. The airline gains access to an experienced local commercial team with established market relationships and expertise that could otherwise take years to build.

Specifically, when operating in India, the GSA can offer experience with DGCA regulations, as well as established relationships with travel agencies and freight forwarders.

A good GSA can also provide local market knowledge, sales expertise, and an understanding of the regulatory and operational environment, helping an airline establish its commercial presence more efficiently.

GSA Selection Criteria

In practice, the criteria that matter most are often slightly different from those specified in Requests for Proposals (RFPs).

Relationships within the travel trade become much more important than the physical size of the organization. Having a network of agents representing the top twenty freight forwarders or travel agents in the market becomes more useful than having a big staff with weak relationships. Knowledge of regulations is essential in a market like India, where relationships with DGCA, BCAS, and airport authorities directly determine the result of operations.

Demonstrated commercial performance with existing principals is another important consideration and provides a practical indication of what a GSA can deliver.

Among the issues to consider when selecting a GSA:

  • How many principals are now represented by the GSA, and are there competing airlines on the same routes?
  • What kind of reporting exists, and how often are commercial results reported?
  • Can a GSA represent both passenger and cargo parts?

Additional questions that may be considered include:

  • What is the GSA’s network of travel agents, corporate clients, freight forwarders, and other business partners?
  • What passenger and cargo sales capabilities does the GSA have?
  • Does the GSA have experience with the relevant aviation regulations and operational requirements?
  • What is the GSA’s demonstrated commercial performance with its existing principals?

Frequently Asked Questions (FAQs)

  1. What is a General Sales Agent (GSA) in aviation?

A General Sales Agent is a company appointed by an airline to manage and develop its commercial activities and representation in a specific market or territory. A GSA acts as the airline’s local commercial representative and can support passenger sales, cargo sales, travel trade relationships, corporate accounts, marketing, and business development.

  1. What is the difference between an online GSA and an offline GSA?

An online GSA represents an airline that is already operating flights in the market and focuses on increasing sales, developing trade and corporate relationships, and supporting the airline’s commercial performance. An offline GSA works with an airline before it starts operating flights in the market. Its role is to establish the commercial network, create market awareness, develop potential customers, and prepare the market for the airline’s launch.

  1. Why do airlines use GSAs instead of establishing their offices?

Establishing a local office requires time, investment, staff, infrastructure, and local market expertise. A GSA provides an airline with an experienced local commercial team and established industry relationships without requiring the airline to build its entire commercial infrastructure from the beginning.

  1. Is a GSA capable of taking care of passenger and cargo operations?

Yes. Depending on the GSA’s capabilities and the airline’s requirements, a GSA can represent passenger operations, cargo operations, or both. Passenger and cargo sales require different market networks and commercial approaches, so airlines should select a GSA with relevant experience in the specific segment or segments they want to develop.

  1. How does a GSA bring in revenue for the airline?

A GSA helps generate revenue by developing passenger and cargo sales through travel agencies, corporate accounts, freight forwarders, and other business partners. It also helps establish new commercial relationships, promote the airline, identify new business opportunities, support capacity utilisation, and provide market intelligence to the airline. For an offline GSA, the initial focus is on building the market and commercial network before the airline starts operating. Once operations commence, the focus shifts toward generating sales, improving load factors, developing new business, and achieving the airline’s commercial targets.
